The U.S. Mission in Zambia is seeking eligible and qualified applicants for the position of Public Health Specialist - Quality Improvement with the Centers for Disease Control and Prevention (CDC). Under the supervision of the Prevention, Care and Treatment Branch Chief, the HIV Quality Assurance and Quality Improvement Specialist will be responsible for providing oversight for quality assurance and improvement of HIV prevention, care and treatment programs. The incumbent will monitor effectiveness of CDC programs and ensure implementation of quality improvement initiatives to ensure continuous quality improvement.
S/he will also be responsible for programmatic, administrative and budgetary duties.

EDUCATION: Master's degree in either Public Health, Epidemiology, Infectious Diseases or HIV Management is required
EXPERIENCE: Five years' experience and comprehensive knowledge in planning, developing, implementing and evaluating HIV/AIDS public health programs; comprehensive knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations is required
LANGUAGE: Fluent (level IV) English and (Level II) limited knowledge of one widely spoken local language in Zambia is required English language proficiency will be tested
SKILLS AND ABILITIES: Strong oral and written communication skills and ability to analyze understand and discuss new program design, management and implementation approaches are required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports. Intermediate user level of word processing, spreadsheets and databases is required
JOB KNOWLEDGE: Comprehensive knowledge and experience in HIV public health programs; techniques used to plan, develop, implement and evaluate results of HIV prevention and treatment programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management
Good working knowledge of statistics and data analysis is required
