Abt Associates seeks a qualified Technical Specialist 12 / Senior Health Sector Budgeting and Planning Specialist to support the Supporting an Aids Free Era (SAFE) project and the International Health Division in Zambia. The USAID-funded SAFE project is led by John Snow International and Abt Associates is a sub-contractor responsible for activities involving capacity development and public financial management. The project will provide technical assistance to the Ministry of Health, Ministry of Finance and in three provinces to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and FP integration.
Senior Health Sector Budgeting and Planning Specialist
Key Roles and Responsibilities
The Senior Health Sector Budgeting and Planning Advisor will provide leadership for budgeting and planning strengthening strategies and activities
This position reports to the Director of Institutional Capacity Development & Policy Reform and is based in Lusaka
Support the MOH to generate accurate data, undertake data analysis and ensure that it available to inform quarterly, semi-annual and annual planning and budgeting at all levels
Work with MoH counterparts at national level to strengthen GRZ systems for annual planning and budgeting related to HIV & AIDS prevention, treatment and care activities.
Support MOH to roll out system improvements to the provincial level
Provide research analysis, advisory services on project planning, implementation, training, monitoring and evaluation
Supervise 3 provincial level budgeting and planning specialists
Master’s Degree in Public Health or Management
At least ten (10+) years of work experience in the health sector, experience in HIV & AIDS service delivery and/or program implementation preferred.
Experience at national or provincial levels of the health system in Zambia will be an added advantage
Excellent computer, communications, and organizational skills
Proven ability to write technical papers and reports
10+ years of experience
Master’s degree OR the equivalent combination of education and experience
