Senior Capacity Development Specialist

Abt Associates seeks a qualified Technical Specialist 12 / Senior Capacity Development Specialist to support the Supporting an Aids Free Era (SAFE) project and the International Health Division in Zambia. The USAID-funded SAFE project is led by John Snow International and Abt Associates is a sub-contractor responsible for activities involving capacity development and public financial management. The project will provide technical assistance to the Ministry of Health, Ministry of Finance and in three provinces to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and FP integration.

Key Roles and Responsibilities

The Senior Capacity Development Specialist will provide leadership for capacity strengthening strategies and activities at the national, provinival and district levels accross management technical areas.

Liaise with relevant MOH managers and program officers as well as other implementing partners at the national, provincial and district levels to ensure that capacity strengthening activities are in line with MOH priorities and needs.

Oversee the implementation of the project’s capacity strengthening approach at the provincial and district levels.

Maintain frequent communication with project subnational staff and other technical staff to monitor progress of capacity strengthening approach and use this information for course corrections.

Work with, and act as a resource to, the project’s program personnel and appropriate MOH stakeholders to coordinate the design and development of capacity strengthening activities such as training, coaching, and resource materials and job aids.

Supervise provincial level Capacity Development Specialists.

Qualifications

Master’s Degree in Public Health or Management

At least 10 years of work experience in the health sector, experience in HIV & AIDS service delivery and/or program implementation preferred.

Experience at provincial or district levels of the health system in Zambia will be an added advantage

Excellent computer, communications, and organizational skills

Proven ability to write technical papers and reports

10 years of experience and Bachelor Degree OR the equivalent combination of education and experience
