Save the Children is the world’s leading independent organisation for children and has been operational in Zambia since the 1980s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, child poverty, nutrition and WASH.
Duty Station: Nchelenge
• The MEAL Officer will be expected to support the Coordinator MEAL in Monitoring, Evaluation, Accountability & Learning system design and implementation, evaluations, database development and management, budgeting as well as support proposal writing and log frame development.
Key Areas Of Accountability:
• Program MEAL support:
• Tracking core programme indicators, including on Inclusive Education and other (to be developed) programmes, and communicate this on monthly and quarterly basis to the programme team
• Supporting programme staff in developing and adhering to their M&E plans
• Application of MEAL tools to Education programme
• Quarterly feedback on the core programmes’ progress towards achieving programme outcomes
• Participate in the implementation of the MEAL strategy and tools. Support programme technical staff to carry out monitoring and evaluation of project activities as agreed in MEAL framework and plans and strengthen integration between programmes.
• Contribute to development of programme plan/strategy and master budget.
• Participate in evaluations where required.
• Monitor partner grants and participate in pre-award assessments
• With the HR team, identify Monitoring, Evaluation, Accountability & Learning staffing needs for emergency programmes, and lead on recruitment, induction, performance management and training.
• With support from other programme staff, identify Monitoring, Evaluation, Accountability and Learning activities supply needs and coordinate with the logistics team to ensure materials arrive in good time.
• Follow up the implementation of accountability mechanisms at field level, such as complaints response mechanisms
• Support technical sector advisors to ensure that projects are carried out with participation from children and target communities, that information is shared with affected communities (through traditional and high-tech solutions) and that they solicit and respond to community feedback.
• Ensure that the minimum standards are maintained in accordance with the SCI Code of Conduct. For instance, with support from senior colleagues, work with sector technical specialists to ensure quality monitoring systems are set up to ensure adherence of programmes to minimum standards.
• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
• Participate in the development of quality benchmarks for all the education projects, including other thematic areas,
• Assess quality benchmarks of existing projects under the education thematic area and other themes and prepare a quarterly report on the status of the quality benchmarks
• Review trip terms of reference for staff at field office level and provide needed technical support, this will also include reviewing the trip tripe report, and consolidate lessons learnt on quarterly basis.
• Ensure that the action tracker is filled in by all staff corresponding to monitoring and evaluations undertaken either internally or externally
• Ensure that the Indicator performance tracking table is filled in by staff and lead the review of the tool on quarterly basis.
• Identify learning and training opportunities for Monitoring, Evaluation, Accountability & Learning and
• Conduct training and awareness raising activities for programme technical staff at field office level regarding Monitoring, Evaluation, Accountability & Learning priorities and quality standards.
Representation & Advocacy & Organisational Learning:
• With support from the Coordinator MEAL, assist in advocacy activities that target local decision-makers.
• Feed in learning, experiences and evidence to relevant global advocacy objectives lead on response-specific learning activities.
Qualifications and Experience
• Significant experience in undertaking Monitoring, Evaluation, Accountability & Learning experience in developmental context;
• Education, Preferred a Diploma in Monitoring and Evaluation, Demography, Statistics, Development studies, Project management level or equivalent field experience;
• Experience of, and commitment to working through systems of community participation and accountability;
• Previous experience of monitoring and evaluating projects;
• Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations;
• A high level of written, spoken English and research writing skills;
• Demonstrated ability to use statistical analysis software packages such as SPSS, Epi Info, SAS or other;
• Data base development and management skills in the use of database software packages;
• Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.
• Level 3 – the responsibilities of the post may require the post holders to have regular contact with or access to children or young people.
