The Churches Health Association Of Zambia (Chaz) Invites Suitably Qualified Candidates For The Following Vacant Positions Under The Directorates Of Grants, Compliance And Procurement And Pharmaceutical And Logistics Services:

Job Purpose:

  • To perform procurement activities in a professional, efficient and effective manner to achieve the Organization’s objectives and attain value for money, quality, transparency and accountability in all procurement activities.
  • Key duties and responsibilities will include:
  • Purchasing goods, services and works in compliance with CHAZ Procurement Policy and Procedures, the Global Fund and end-user requirements using suitable tools and information, communication technology.
  • Implement and monitor the application of procurement policies and procedures and ensure good procurement practice.
  • Tender preparation — assess and review requirements in line with budgets, carryout the tender exercise, prepare tender documentation in accordance with the CHAZ Procurement Policy and Procedures, agree on evaluation criteria and prepare tender advertisements.
  • Tender evaluation — conduct public bid openings, evaluate tenders taking into consideration relevant criteria and compliance with the terms and conditions of the tender, preparation of recommendations for presentation to the Management Procurement Committee in the absence of the Manager Procurement.
  • Interviews — call suppliers for Post Evaluation Interviews or cost reductions (where applicable), scope of work or other necessary issues needing clarification.
  • Contract placement — drafting of contracts, including framework contracts to be submitted to the Manager Procurement, notifying unsuccessful bidders, also ensuring payment mechanisms such as letters of credit or advance payment guarantees are in place.
  • Expediting and payment — managing contracts/suppliers to ensure timely delivery, managing quality assurance and pre-shipment inspection of goods where appropriate, ensuring all documents are in place for payment purposes.
  • Reporting — ensuring that reports are provided in proper formats and procurement management systems are kept up to date.
  • Filing — ensure procurement documents are properly filed and have audit trails that ensure easy follow up and retrieval of documents.

Core competencies:

  • Excellent knowledge of multi-disciplinary development approaches.
  • Highly developed decision-making and analytical skills.
  • Excellent report writing skills in English language.
  • Excellent interpersonal communication skills coupled with ability to undertake multi-tasking.
  • Good computer skills including presentation skills in making presentations to target audience (a test on computer knowledge shall be done in Excel, Power Point and Word)
  • Excellent listening skills

Qualifications:

  • Degree in Procurement and Supply Chain Management from a reputable institution/ CIPS Graduate diploma.
  • Three 3 to 5 years’ experience working in a similar position.
  • Member of the Zambia Institute of Purchasing and Supply.
  • Valid driver’s license (preferably manual driving license).
  • Experience of working in a public institution or NGOs with reputable procurement systems will be an added advantage.
