Acquisition Officer

Role Purpose

  • Effectively procure goods, works and services on behalf of the Authority in accordance with the Public Procurement Act, Procurement Regulations, Guidelines and procedures as may be prescribed by the Zambia Public Procurement Authority

Key Responsibilities

  • Prepares solicitation documents for goods, works and services including determinations and findings, synopses, justifications which reflect procedures governing procurement
  • Contacts vendors or Authority representatives to obtain availability and product information and confers with vendors concerning new products, damaged goods, delayed payments or related information.
  • Assists with the selection of bidders, public bid openings, bid evaluation, brand comparisons and final award of bids
  • Participates in project meetings for works, goods and consulting services
  • Participates in evaluation of bids and presentation of bid evaluation reports, due diligence reports and procurement committee papers
  • Participates in the preparation of monthly, quarterly and annual procurement reports including Annual Procurement Plans
  • Conducts evaluation of quotes and production of evaluation sheets
  • Produces reports relating to performance meetings for the vendors
  • Coordinates and expedites all matters relating to Purchasing Orders and completion of works, services and consulting services
  • Documents and profiles all contracts for works and services entered into by the Authority
  • Assists in monitoring milestones for works and consultancy, adherence to standards and contractual obligations
  • Assists in reviews of maintenance agreements and renewals
  • Assists in preparing and updating reports on all contracts

Qualifications and Experience

  • 6+ years’ experience in public procurement
  • Bachelor’s degree in Purchasing and Supply Management or Bachelor’s degree in social sciences , engineering or business Administration with a Diploma in Purchasing and Supply Management (MCIPS)
  • Experience before attainment of necessary qualifications shall not count
  • Member of the Zambia Institute of Purchasing and Supply
