The USAID-funded Systems for Better Health in Zambia works closely with the Zambian Ministry of Health (MOH) at the national, provincial, and district levels to strengthen skills and systems for planning, management, and delivery of high-impact health services and with communities to promote increased use of public health services. Abt Associates seeks a qualified Technical Specialist / Public Financial Management Specialist to assist the International Development Division’s Systems for Better Health project in Zambia. The Public Financial Management Specialist will support the MOH provinces and districts to strengthen the public financial management (PFM) institutions, policies, and processes that govern the use of public funds. The specialists support the MOH at sub-national level with budget allocation, timely budget execution, and improved compliance with GRZ financial management and procurement systems. The PFM Specialists will assist the MOH to review budgets and expenditures with a focus on equity, efficiency, quality, and transparency.
The Specialists will provide technical assistance, coaching and mentoring to provincial, district and hospital management and accounting personnel to reinforce the implementation of Government of Zambia public financial management systems and the NAV Dynamics accounting software.
