Director General (X1)

The Water Resources Management Authority (WARMA) is a statutory body incorporated under the Water Resources Management Act No. 21 of 2011 of the Laws of Zambia. The mandate of WARMA is to conserve, preserve, and protect Zambia’s ground and surface water resources and regulate its allocation, use, development and management of water in a sustainable manner based on IWRM principles. WARMA seeks to recruit for the following positions based at the WARMA HEAD Office in Lusaka. Only Zambian citizens with the requisite qualifications are eligible to apply for these positions:

Purpose of the job.

  • To provide oversight, leadership and management of WARMA and ensure its operations are in accordance with strategies and programs. The employee shall be responsible for the overall direction, policy formulation and performance of WARMA portfolio within the stated policies and guidelines provided by the Board and other duties as herein listed.

Principal Accountabilities.

  • Interpret the vision, mission and strategic objectives of the Authority and ensures motivation among members of staff to work towards attainment of the Authority’s vision and goals and meet stakeholder expectations.
  • Provide strategic leadership in the development of WARMA’s strategic plans, policies, standards and procedures, annual work plans in order to ensure sustainability of the Water Resources Management Authority.
  • Initiates and oversees timely formulation and review of policies related to water resources management in order to enhance effective utilization of the water resources.
  • Coordinate effectively local, regional and international initiatives in water resources management in order to facilitate and achieve improved accessibility of the resource.
  • Ensure prudent management and utilization of financial and human capital to realize revenue growth, cost reduction and enhance shareholder value.
  • Monitoring the implementation of Strategic Change Management Plans as well as reviewing organizational performance to ensure effective allocation and utilization of WARMA’s resources.
  • Promotes and supports timely research and development in water sector in order to facilitate efficient exploitation and utilization of water resources.
  • Advise the Board on necessary changes as per legal requirements pertaining to the status, functions and activities of WARMA.
  • Develop and recommend long-term strategies, business plans and annual operating budgets; and establishes proper internal monitoring and control systems and procedures for the organization.
  • Responsible for developing and installing sound Management systems based on good Corporate Governance and best practice aimed at promoting Management controls and financial integrity in order to improve Organizational effectiveness.
  • Co-ordinate and prepare business related proposals, reports and other submissions for consideration by the Board.

Qualifications:

  • A full Zambian Grade twelve School certificate or its equivalent and a Bachelor of Science degree in nature based sciences.
  • Must be a Zambian citizen in possession of a Master’s Degree in Business Administration (MBA) from a recognized university.
  • Possession of Master’s Degree in Water Engineering, Environmental Systems analysis, Water Resource Management will be a distinct advantage.
  • Must have at least 14 years’ experience in water, environment or conservation sectors with at least 10 years at Senior Management level in a reputable institution.

Key Attributes.

  • Must possess impeccable leadership skills to enable him/her guide and supervise robust broad based teams from multiple locations.
  • Must have demonstrable experience in managing diverse teams at senior level.
  • High analytical and strategy skills, sound project management and evaluation skills are a must.
  • Ability to prepare sound reports, presentations and have strategic insight.
  • Understand the regulatory and institutional layout of the water sector in Zambia and understand the ramifications of these at regional and international level

Remuneration. WARMA will offer a three (3) year renewable contract with a competitive package to right candidate for each of the positions.
