Monitoring and Evaluation Specialist

The Zambia Development Agency (ZLA), established under Section 4 of the ZDA Act No. 11 of 2006 is an organization responsible for fostering economic growth and development by promoting trade and investment in Zambia. The Agency is seeking highly qualified and self-motivated individuals to fill the following vacancies:

Job Purpose

  • The job holder will provide support in undertaking monitoring and evaluation programmes/activities covering investments, exports, and enterprise development.


  • Research in developing and implementing monitoring and evaluation Frameworks
  • To undertake monitoring and evaluation activities relating to the performance of investment, export and medium small enterprises (MSE)
  • Conduct Periodical evaluation of the impact ofmedium, small enterprises, exporters and investors on the development of the Zambian economy
  • Develop a useful database to facilitate implementation ofmanagement decisions, policy and strategies
  • Assist in the design of and managing the Agency’s assessments and evaluations in promoting a culture of evidence based decision making and effecti ve communication ofthe Agency’s results to Management
  • Provide technical mssistance and designing monitoring and evaluation tools for Divisions;
  • Coordinate reporting ofresults at the programme level as required
  • Contribute to the preparation of annual work plans and budgets for the Department and facilitate smooth execution ofthe activities by officers
  • Ensure preparation and submission of periodic and ad-hoc reports ofthe Department’s activities and
  • Perform any other duties as assigned by the supervisor from time to time

Qualifications/Experience/Skills Requirements

  • Bachelor’s degree in Economics or an equivalent Social Science
  • Four (4) years’ experience in designing and itnplementing monitoring and evaluation systems
  • Experience in writing reports for donor funded programmes, NGOs and public sector will be an added advantage
  • Ability to prepare presentations
  • In-depth knowledge of govemment policies and programmes
  • Excellent analytical, communication and presentation skills
  • Demonstrable experience in report writing and statistical analysis
  • Knowledge of computer applications (statistical packages)
  • Ability to undertake analytical assignments
  • A clean driver’s licence will be an added advantage
