Monitoring, Evaluation, and Learning Coordinator

Job Purpose

  • The M&E&L Coordinator will work under guidance and direct supervision of the Project Manager.
  • The M&E&L Coordinator will be based in Lusaka to implement and manage the monitoring and evaluation and learning (M&E&L) system and activities under the Aquaculture Technical, Vocational, and Entrepreneurship Training for Improved Private Sector and Smallholder Skills project.

The M&E&L Coordinator will work closely with the Project Manager and Aquaculture Scientist to monitor and evaluate the two components of the project:

  • Upgrading the fisheries/aquaculture curriculum (long- and short-term courses), training tools, online training platforms, and internship programs of NRDC; and
  • Enhancing the technical education, vocational, and entrepreneurship skills of rural women, men, and youth smallholder commercial fish farmers and increasing their linkages to input/output markets and entrepreneurship opportunities via private sector extension support and services delivery.
  • This will involve coordinating the day-to-day implementation of M&E&L activities, setting up databases and analyzing data to report on project outcomes, monitoring progress of the project using the results framework, leading the Theory of Change and reflection and learning workshops throughout the duration of the project with partners and relevant stakeholders.

Key Responsibilities

  • Design, implement, and oversee the monitoring and evaluation and learning (M&E&L) system for the Aquaculture Technical, Vocational, and Entrepreneurship Training for Improved Private Sector and Smallholder Skills project and ensure the proposed project outputs and outcomes are accordance with the results framework.
  • Ensure gender and youth are integrated into the M&E&L system.
  • Provide support and capacity development to staff and partners in setting up and implementing the M&E&L system. Work together with the Gender and Youth Specialist to develop staff and partner capacities to M&E gender and youth-focused activities.
  • Lead baseline, midline and end-line surveys on performance indicators.
  • Perform annual monitoring of all performance indicators.
  • Provide expert guidance and support to project staff in documentation of the project M&E&L systems in accordance with the project proposal and Norad (donor) requirements.
  • Develop and operationalize M&E&L tools to ensure project activities capture the data easily that are required to report on project outputs and outcomes.
  • Maintain up to date M&E&L databases for both project components and analyze data to enable monthly, quarterly, bi-annual, and annual reporting.
  • Collaborate with the Communications Specialist to ensure project-related outputs and outcomes are well documented and stories, blogs, briefs, etc. are developed and published on a regular basis.
  • Prepare monthly, quarterly, bi-annual, and annual key indicator progress reports and narratives.
  • Lead the Theory of Change and reflection and learning events with staff and partners and other stakeholders (e.g., private sector, Government) as appropriate and develop related reports for documentation purposes and to inform project management and ways forward.
  • Provide general procedural guidance to partners in designing and implementing specific M&E&L activities.
  • Ensure the project M&E&L system is linked up and can help feed into the Results Based Management system of the FISH CRP.

Desired Skills and Experience:

This position is open to Zambian Nationals with the following skills and qualifications:

  • First Degree in fisheries and/or aquaculture, Social Science or Community Development from any recognized University or equivalent institution.
  • Post Graduate Diploma in Monitoring and Evaluation with knowledge of fisheries and aquaculture.
  • Practical experience in designing M&E systems.
  • Experience in planning and executing community driven processes , writing reports, monitoring and evaluation.
  • Excellent communication skills (verbal and written) in English and main local languages used in Zambia.
  • Experience in community consultation and participation approaches.
  • Experience in implementing community development programs in rural Zambia.
  • Self-starter and strong interpersonal skills


  • This is a Nationally Recruited Staff (NRS) position with annual salary ranging between ZMW161, 000 – ZMW181, 642 per annum.

  • This position will be based at WorldFish’s country office in Lusaka, Zambia. Interviews are expected to be held in September2018.

  • The successful candidate should be available to commence as soon as possible for an initial 3 years fixed term contract, with the possibility of contract renewal depending on performance and funding availability.
