M&E Officer

Social Workers’ Association of Zambia (SWAZ) is a membership based professional body of social workers that aspires to promote and protect social work profession in Zambia. As a professional body, SWAZ endeavors to encourage social work practitioners to uphold professional ethical values and principles whilst at the same time serving the interest of social work profession and its clientele.

SWAZ is a registered entity in Zambia under Societies Act Cap 119 of the Laws of Zambia and is also a member of the International Federation of Social Workers (IFSW), a worldwide body for professional social work comprises 120 professional social work associations in the world. The association’s vision is to be a widely recognized and appreciated professional body of social workers that contribute to improved livelihoods of the Zambian society.

Description of the job and Responsibilities

  • The M&E Officer will be placed within the MCDSS HQ to provide technical support to the Department of Social Welfare (DSW) as well as Department of Information and Planning (DIP) to operationalize the “Cash Plus’ project.
  • At the MCDSS HQ the M&E Officer will be under the day- to-day supervision of the Chief M&E Officer from Department of Information and Planning. M&E Officer will support the existing Officers in DSW and DIP monitor and evaluate implementation of the “cash plus” approach.
  • They will support the DSW and DIP in monitoring and evaluating implementation of activities relating to the SEEVCA initiative.
  • Additional responsibilities of the M&E Officer will include supporting DSW and DIP to aggregate key indicators from the case records for M&E purposes.
  • S/he will support DSW and DIP to set up and/or strengthen the district dashboard concept using the existing orientation package and tools.
  • This will include adjusting the indicators to include key information from the ward level case management which will support reporting to the donor (UNICEF).

The M&E Officer based at MCDSS HQ shall be responsible for:

  • Responsible for overall coordination of the SEEVCA Initiative M&E activities
  • Develop, implement, review and update the log frame to ensure effective M&E
  • Develop and implement district M&E system
  • Monitor and evaluate District level Multi-Sectoral Work Plans in 15 districts
  • Design, develop and implement data collection tools, reporting templates and guidelines to ensure data quality
  • Building the capacity of CWACs and CDAs in the 15 Districts in using monitoring data for decision making
  • Supporting donor reporting through supply of verified and validated data points to include in the quarterly, semi-annual and annual progress reports
  • Manage the day-to-day M&E aspects of the SEEVCA Initiative to ensure timely capturing of progress, challenges as well as reporting
  • Update and maintain the Performance Monitoring Plan to ensure it’s up to date and responsive to emerging issues
  • Undertake data verification and validation to ensure data quality is produced and reported to internal and external stakeholders
  • Extract lessons and best practice for project learning and sharing internally and externally
  • Support internal and evaluation planning, implementation and supervision
  • Arrange and manage all SEEVCA Initiative M&E related meetings internally and externally
  • Write progress reports and present them to the project stakeholders internally and externally
  • Provide technical support to the DSWO, DCDO and CDA to implement the action research agenda according to the action research guidelines developed by the SEEVCA research manager
  • Support the DSWO and CDA to collect data against the project indicators
  • Support DSWO and DCDO and DDCC to plan, implement and report on the SEEVCA initiative
  • Support data entry of ward level case management information from CWACs and CDAs onto excel database.
  • Support the DSWO and DCDO to set up and strengthen the district data dashboard and adjust indicator thereof to fit within the SEEVCA project by 30th October 2018
  • Provide regular progress reports.

Essential skills, qualifications and experience

  • University Degree in Social Work and or other related social science field.
  • Five 5 years working experience in social work, preferably at sub national level, with experience in case management essential
  • Five years work experience in development programming and project management
  • Strong technical background in the areas of planning, monitoring and research
  • Proven understanding of the local development context as it relates to Vulnerable Children and adolescents
  • Excellent oral and written communication skills Self-starter with strong problem-solving skills
  • High degree of cultural competency
  • Strong computer skills (PowerPoint, Publisher and Excel)
  • Fluency in written and spoken English is essential
  • Member of the Social Workers’ Association of Zambia (SWAZ) is an added advantage
