Programme Officer

Social Workers’ Association of Zambia (SWAZ) is a membership based professional body of social workers that aspires to promote and protect social work profession in Zambia. As a professional body, SWAZ endeavors to encourage social work practitioners to uphold professional ethical values and principles whilst at the same time serving the interest of social work profession and its clientele.

SWAZ is a registered entity in Zambia under Societies Act Cap 119 of the Laws of Zambia and is also a member of the International Federation of Social Workers (IFSW), a worldwide body for professional social work comprises 120 professional social work associations in the world. The association’s vision is to be a widely recognized and appreciated professional body of social workers that contribute to improved livelihoods of the Zambian society.

Job Description and Responsibilities

  • The Programme Officer will be based at MCDSS HQ and will support the MCDSS and the District Social Welfare Facilitators to implement the “cash plus” approach with focus on the ward level case management.
  • S/he will support MCDSS HQ to coordinate the implementation of activities relating to the SEEVCA initiative.
  • The Programme Officer will assist existing staff members in the Ministry with day to day administrative processes including drafting letters, finalising FACE and ICE forms and following up on the direct Cash Transfers.
  • S/he will serve as secretariat and take minutes and ensure invitations to meetings and meeting minutes are shared in a timely manner.
  • The Programme Officer will support coordination of SEEVCA initiative implementation and provide technical guidance and programme management.

Programme Officer will have the following responsibilities:

  • Support the DSWO in the start-up of the project in the districts with a specific focus on the case management functions
  • Coordinate the implementation of activities relating to the SEEVCA initiative
  • Assist existing staff members in the Ministry with day to day administrative processes including drafting letters, finalising FACE and ICE forms and following up on the direct Cash Transfers
  • Serve as secretariat and take minutes and ensure invitations to meetings and meeting minutes are shared in a timely manner
  • Conduct monitoring visits to SEEVCA operational districts
  • Document and Share SEEVCA programming innovations and best practice
  • Provide technical support to the DSWO and DCDO to implement the action research agenda according to the action research guidelines developed by the SEEVCA research manager
  • Support the District level staff to collect data against the project indicators
  • Conduct SWAZ membership outreach and recruitment activities.
  • Take part in important professional events conducted in the name of SWAZ
  • Contribute to the timely submission of all deliverables of the SEEVCA initiative.
  • Perform other duties as delegated.

Essential skills, qualifications and experience

  • University Degree in Social Work and or other related social science field.
  • At least 5 years working experience in social work, preferably at sub national level, with experience in case management essential
  • At least five years work experience in development programming and project management
  • Strong technical background in the areas of planning, monitoring and research
  • Proven understanding of the local development context as it relates to Vulnerable Children and adolescents
  • Excellent oral and written communication skills Self-starter with strong problem-solving skills
  • High degree of cultural competency
  • Strong computer skills (PowerPoint, Publisher and Excel)
  • Fluency in written and spoken English is essential
  • Member of the Social Workers’ Association of Zambia (SWAZ) is an added advantage
