Standard and Guidelines Facilitator

The Business Regulatory Review Agency (BRRA) under the Ministry of Commerce, Trade and Industry (MCTI) is mandated to review business regulations and develop interventions in order to improve the business environment. In line with its mandate, the Business Regulatory Review Agency implements programmes aimed at ensuring that policies, laws and regulations relating to business activities are sound, robust and of high quality. In addition, BRRA reviews business regulations and develops interventions aimed at improving the business environment. Under the Zambia Agribusiness and Trade Project (ZATP), BRRA will implement activities aimed at ensuring that regulatory frameworks particularly in the agriculture sector serve legitimate purposes and do not unnecessarily burden enterprises or increase the cost of doing business. MCTI now invites applications from suitably qualified persons to fill the following positions under the Project:


  • Provides technical support to regulatory agencies in order to ensure adherence to set standards when conducting regulatory impact assessments.
  • Undertakes the development and review of business regulatory standards and guidelines in order to ensure consistency.
  • Arrange and implement sensitisation programmes on RIA Standards and Guidelines and the RIA Handbook in order to improve knowledge in RIA by public bodies and to ensure consistency in implementation of the said guidelines.
  • Provision of technical support to regulatory agencies in order to ensure adherence to set standards for regulatory impact assessments.

Qualification, experience and essential competences:

  • Full Form V / Grade 12 School Certificate.
  • Minimum Vocational/Professional Qualifications:
  • Degree in Business Administration, Economics or in a relevant field.
  • At least 2 years work experience in undertaking Regulatory Impact Assessments.
  • Duty Station
  • The Facilitators will be stationed in Lusaka.
  • Duration of Assignment
  • All positions shall be for a period of 18 months.
