Terms of Reference

Project Officer “Scaling-Up Climate-smart Agricultural Solutions for Cereals and Livestock Farmers in Southern Africa” in Zambia

1. Background

  • Smallholder agriculture in Zambia is highly vulnerable to climatic change.
  • Although some practices exist that could help smallholder farmers in the region to cope with climate change, farmers have poor access to these existing adaptation solutions.
  • In collaboration with the Ministry of Agriculture of Zambia, CTA has established a partnership with Zambian Open University (ZAOU) Professional Insurance Corporation Limited (PCIZ) and Musika Development Initiative (MUSIKA) in a project “Scaling-Up Climate-smart Agricultural Solutions for Smallholder Farmers in Zambia”.
  • The project is being implemented concurrently in three countries: Malawi, Zimbabwe and Zambia

2. Objectives

  • Under the auspices of the project, the Lead implementing partner wishes to recruit a Project Officer to provide technical support for field implementation of the project in Zambia;, targeting 80,000 smallholder farmers in Zambia.
  • The Project Officer will engage with and support all the partners and concerned stakeholders and relevant government departments and agencies in Zambia in line with the project’s policies and procedures.
  • S/he will engage with and provide technical support to all the local partner in Zambia in the implementation and monitoring of field activities, in line with the signed contract and budget.
  • S/he will be expected to support project activities in the other project countries – Malawi and Zimbabwe- as may be required.

3. Duties and responsibilities of the Project Officer

  • Working under the guidance and direct supervision of the Project Team Leader in Zambia, the Project Officer’s main activities will include the following:
  • Contribute to project planning, timely and efficient implementation
  • Undertake field missions to project sites in Zambia and meetings by the implementing partners in Zambia
  • Conduct training sessions for farmers, Camp Extension Officers and agro-dealers on topics related to the project
  • Prepare monthly report of project field implementation and technical inputs in Zambia based on project work plan.
  • Regular monitoring excel sheets of project data in Zambia and (where required), at regional level
  • Synthesize report of lessons learnt from the implementation of the project
  • Prepare proceedings of project events including meetings, and review sessions
  • Carry out actions to promote the visibility and impact of climate-smart agriculture on farmers in Zambia and the region
  • Carry out other tasks as may be assigned from time to time by the Zambia Team Leader

4. Qualification and experience:

  • Minimum of Bachelors degree in agriculture, development studies, actuarial sciences or related field. A post-graduate degree will be an added advantage;
  • Good understanding of the agricultural sector in Zambia especially on issues related to climate change, food security and agricultural risk management.
  • Extensive field experience on the implementation of climate-smart agriculture projects in Zambia and/or the southern Africa region
  • Good writing skills
  • Ability to work in teams and alone with minimum supervision
  • Ability to adhere to tight deadlines to meet set goals and provide deliverables
  • Good experience with facilitating multi-stakeholder dialogue and project implementation by multiple partners
  • Demonstrated ability to conduct research
  • As added advantage, experience in data collection, analysis, and management, including manipulation of large datasets.

5. Remuneration and duration:

  • The Project Officer will be attractively remunerated in line with the project policies. The employment is for an initial duration of twelve (12) months, with possibility for renewal subject to funding and satisfactory performance.
