PAMO supports the National Malaria Elimination Programme (NMEP) to strengthen implementation of malaria control and elimination efforts. The project works at provincial, district, and community levels to 1) Support implementation of proven malaria interventions in alignment with the National Malaria Elimination Strategic Plan; 2) Strengthen management capacity of Provincial and District Ministry of Health personnel to provide oversight/supervision of malaria interventions and; 3) Strengthen the Health Management Information System at the provincial and district levels to improve data reporting, analysis, and use for decision-making. PAMO will help districts, health facilities, and communities maintain universal coverage of ITNs through mass campaigns and continuous channels such as antenatal care, immunization services, schools, and community-based health workers. PATH is currently recruiting for Monitoring and Evaluation Technical Officer who will report directly to the Senior Monitoring and Evaluation Manager.
- Work with the Senior M&E Manager to ensure effective implementation of the project’s M&E plan and support the regular review and updating of the M&E results framework.
- Contribute to the development of annual work plans to update project targets as needed and ensure inclusion of M&E activities.
- Support government and other partners to implement malaria data quality audits and data reviews to ensure good quality data for use in decision making and generation donor reports.
- Support government partners to improve capacities in analysis of HMIS data and using data for decision making.
- Support the implementation and coordination of efforts aimed at strengthening the Ministry of Health DHIS2 platform with focus on HMIS malaria data elements and associated indicators.
- Conduct field visits for data spot checks and supportive supervision to field staff.
- Support the implementation of health facility assessments to identify existing gaps and to monitor implementation of malaria policy and guidelines and to assess the quality of service delivery in targeted facilities.
- Support the designing of and implementation of trainings and workshops related to M&E.
- Support the tracking of and documentation of all trainings implemented or supported by the project.
- Train project staff on monitoring and evaluation guidelines, survey instruments, data collection tools, and other tools for the project.
- Work with project staff to build capacity in quality data management.
- Support the implementation of Electronic Data Systems, in support of Onsite Training and Supportive Supervision (OTSS), malaria rapid reporting and any other used or supported by the project.
- Support the Technical Director and Senior M&E Manager in implementing and coordinating all research related functions.
- Support PAMO Provincial M&E Officers in their implementation of M&E and surveillance related activities.
- Attend to any other duty as assigned.
- Master’s Degree in a relevant field (Social Work, Development Studies, Public Health, Demography, Statistics, Mathematics, Computer Science, etc.).
- Minimum of 5 years of relevant experience and demonstrated practical skills in program design, monitoring and evaluation of donor-funded public health or development programs that include the application of statistics and/or epidemiology or bachelor’s degree in a relevant field with at least 7 years’ experience.
- Demonstrated experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development programs.
- Experience developing study designs and methodologies, including sampling procedures, data collection trainings, data collection supervision, and data analysis and reporting.
- Demonstrated experience supervising, training and mentoring less experienced staff in M&E.
- Experience developing and monitoring budgets.
- Familiarity with Zambia’s health systems is desired.
- Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making.
- Knowledge of USAID data collection and reporting requirements is highly desirable.
- Competency in training, institutional capacity-building.
- Knowledge and understanding of malaria programming is highly desired.
- Demonstrated strong communication skills, written and oral proficiency in English.
- Familiarity with DHIS2 or other electronic health management information platforms is highly desirable.
- Strong knowledge of monitoring and evaluation, data analysis and synthesis, performance evaluation and correction, and report writing.
- Excellent knowledge of monitoring and evaluation principles and practices is essential, including plan development, conceptual frameworks, and logic models.
- Knowledge of statistical software (such as SPSS, STATA, and SAS) and familiarity with Microsoft Word, Excel, PowerPoint, and Access (or similar tools) is preferred
- Must have legal authorization to work in Zambia.
