Programme Manager –Voice

Location: Kabwe

Salary ZMW 218,580 gross per annum

Length of contract 12 months’ contract

Visa Requirements Restless Development is willing to sponsor candidates who do not currently have the right to work in Zambia

Reports to Head of Country

Direct reports Three Assistant Programme Coordinators

Support development of annual programme budgets and quarterly reforecasts

Ensure adequate budget monitoring and tracking of all relevant programme budgets

Ensure financial policy and procedure is adhered to by the team

Ensure that value for money is obtained

Key Priorities

1. Programme Oversight and Learning (30%)

Working closely with the Programme Quality team to:

  • Support the VOICE programmes design and development, and lead regular review of
  • programmes to ensure management for impact.
  • Establish and maintain feedback mechanisms to reflect and refine program delivery and
  • quality;ensuring all key stakeholders are providing and receiving feedback
  • Oversee development of programme materials (manuals and other training materials) and
  • provide programme guidance for staff and young leaders
  • Document evidence of good practice for both internal and external learning and ensure
  • systematic integration and application of organisational learning
  • Take full responsibility of programme risk management by analysing data, anticipating,
  • identifying and mitigating risk factors
  • Take lead on the production and consolidation of both external and internal programme
  • reports and review reports to ensure good quality reporting before submission.
  • Support the integration of VOICE in the design and implementation of the LIVING,
  • SRHR and LEADERSHIP goal programme areas

2. Investments, Partnership and grant Management (25%)

  • Working closely with the Investments and Partnership unit to;
  • Identify, develop and manage VOICE programme partnerships with government, donors,
  • NGOs and other key stakeholders
  • Oversee all VOICE programme events to raise the profile of the programme
  • Represent Restless Development in local and national forums and platforms
  • Ensure quarterly reporting of our activities to local governments and ensure participation as
  • required in meetings and events
  • Working closely with the Investments Unit to ensure that all Voice proposals are assessed
  • against the programme design protocol
  • Liaise with the programme, finance, and monitoring and evaluation teams to ensure timely
  • development and submission of donor and partner reports
  • Support new business development (program design)

3. Financial Planning and Management (15%)

Work closely with the Finance unit to:

  • Lead on developing, managing and regularly reviewing the programme budget
  • Support development of donor budgets and expenditures report

4. Personnel Management (15%)

  • Line and performance manage Assistant Programme Coordinators, serving as a role model at all
  • times
  • Coordinate training and other capacity-building initiatives for staff as required
  • Take charge of the performance management cycle for your programme staff while ensuring that
  • all staff in your unit have up to date performance objectives and career development plans and
  • that Line Management and Performance Management meetings are happening.
  • Support Recruitment, selection, and orientation of new staff
  • Ensure human resource policy and procedures are adhered to by your team
  • Ensure young leaders and staff welfare with support from your Head of Country.

5. Other duties as required (5%)

  • Other duties as required. Occasionally working on weekends, late night in case of young leader incidents and holidays for which time off in lieu can be taken.
