Monitoring & Evaluation Officer – FIT Project (x1) (Mansa)

Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on Education, Health, Water and Sanitation, Economic Security and Youth Empowerment, including Child Protection and Participation. Plan International Zambia has programme areas (PAs) in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located.

We are looking for experienced, innovative, motivated, self-starter individuals to fill the position of Monitoring & Evaluation Officer – Microfinance to be based in Luapula (Mansa).

Job Purpose:

He/she will ensure Program Quality, Effectiveness and Learning in the delivery of the Micro Finance Program.

The job provides technical support to the project team on M&E related issues of development of the M&E approach and systems which include; monitoring tools, reporting and capacity building of staff in M&E.

The Incumbent reports to the Quality Effective Manager. The incumbent is responsible for supporting all the four project sites in Luapula Province on all Financial Inclusion through Traditional Leadership (FIT) project Monitoring Evaluation Research & Learning (MERL) activities in project planning, implementation, evaluation and research.

Key responsibilities for this position include:

  • Strengthens development and review of the Financial Inclusion through Traditional Leadership (FIT) project to ensure that the strategies and approaches used are in the Saving Groups Principles and Standards.
  • Supports the development of MER Plans for FIT project and ensures effectiveness and learning in the delivery of the project.
  • Facilitates development of – participatory monitoring and evaluation systems including Community Participatory Monitoring and Evaluation (PM&E) Systems for enhanced accountability in the project.
  • Provides technical expertise to FIT Project team in planning and coordination of Baselines, Assessments, Evaluations, Research and case studies to enhance performance measurement and learning
  • Leads FIT project team in generating and sharing lessons learnt and best practices from MERL activities for continuous program improvement.
  • Build capacity and roll out SG data capturing tools in all districts to staff and partners in FIT project to ensure quality data collection and management.
  • Ensures production of timely and high quality program monitoring and evaluation reports for evidence based accountability
  • Ensure objectives, outcomes and indicators measure gender inequality of the project.

Individual Specifications include:

  • A Bachelor’s Degree in Demography, Development Studies or equivalent from a recognized university.
  • At least 3 years practical work experience in Monitoring, Evaluation & Research, preferably in Savings Groups
  • Demonstrated skills in usage of statistical packages , SAVIX and other data collection tools
  • Experience in participatory methodologies is an added advantage
  • Proven understanding of MERL concepts in developmental work
  • Strong analytical and logical ability
  • Good knowledge of programming processes, systems and principles, and the ability to
  • Provide leadership and support to staff working at community level.
  • Design and management skills
  • Facilitation and presentation skills
