Senior Advisor

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

Under Reform of the Water Sector Phase II (RWS II), GIZ is continuing its support to the Ministry of Water Development, Sanitaton and Environmental Protection (MWDSEP), sector institutions and regulators, as well as private and public service providers, in order to implement the 1994 and 2010 water sector reforms for improved access to and efficient management of water and sanitation services, in the overall approach of integrated water resources management. The objective of RWS II reads: “The conditions for transparent planning and implementation processes for ensuring water and sanitation services as well as competence development for professionals in the water sector are improved.” During this phase, processes and procedures to improve water and sanitation services at national and regional level, with a focus on rural areas, will be supported and linked to vocational education and training in the water sector. In particular, (1) core processes of the Ministry of Water, (2) water and sanitation services in rural areas, (3) long term training for water sector professionals, (4) skills enhancement for water professionals and (5) adaptation of vocational training offers by a skills advisory group for trades related to the water sector.

In this context, GIZ is seeking a suitable candidate for the following position:

(Senior) Advisor – Lusaka based

Main tasks and responsibilities:

  • Coordinating implementation of activities in the field of technical and vocational training in the water sector
  • Supporting TEVETA and NWASCO to set up and operationalise the Skills Advisory Group (related to the water sector) as the future coordinating platform between skills demand (water industries, local government, MWDSEP, Local Authorities) and the skills offer (training institutes, TEVETA, MoHE)
  • Communicating with and providing advice to the vocational training institutes on curricula development, training and trainers, certification matters for training courses and modules as well as on their internal organisation
  • Liaising with the MoHE (Directorate of TEVET), the skills development regulator TEVETA and NWASCO who shall ensure the secretariat function of the skills advisory group/Water
  • Advising up to 3 development workers placed in training institutes in Luapula Province and/or Lusaka (LBTC) under overall guidance from the RWS II project management
  • Technical support to partners in the focal areas of capacity building and vocational training:
  • Assisting TEVETA (offer side) and NWASCO (demand side; secretariat function) to set up and operationalise the skills advisory group/water
  • Collaborating with, following up and monitoring the activities of the consulting firm commissioned to implement the development of the to-be revised water operator course (in Lusaka and eventually in Mansa) and the short-term modules to be revised/adapted (with Lusaka Business Training Centre, Lusaka Vocational Training College, Mansa/Mwense Training Institutes) in the professional fields of electromechanical and plumbing crafts, as well as water system operations
  • Collaborating with key partners such as Water for Water which focuses on capacity building in the water sector at all levels by ensuring regular exchange and proactive harmonisation of planned activities by stakeholders
  • Liaising with MoHE (Department of TEVET) on institutional matters, as well as with TEVETA, on certification matters regarding the to-be-revised/developed training modules and curricula
  • Liaising with counselling the commercial water utilities and other water industries regarding skills demands and their analysis
  • Liaising with training institutes and consultant on development of the skills offer, development of courses, curricula, certification requirements, and training of trainers, as well as on their approaches to sustainably financing their activities

Coordination, monitoring and knowledge management:

  • Organising stakeholder, partner and committee meetings
  • Coordinating and monitoring of short-term expert contracts and interns with guidance from the project management
  • Compiling factsheets on skills development, newsletter articles and analysis in collaboration with various GIZ sector programmes in Headquarters in Germany with input from the project management
  • Supporting internal project planning, operations planning, Monitoring and Evaluation (M&E) of the CFS Lusaka Project, Communications Strategies and other related matters of the larger GIZ Water and Sanitation Programme

Other duties/additional tasks:

  • Supporting coordination for conference participation, study tours or training, regarding the activities of the utility partnership activities between a German Water Operator (probably Gelsenwasser) and Lukanga Water and Sewerage Company
  • Supporting the onboarding of new project team members
  • Performing any other tasks at the request of the management of the GIZ Water and Sanitation Programme

Qualifications and requirements:

  • Minimum of a bachelor’s degree in a relevant field (e.g. Civil Engineering, Water Supply and Sanitation or specifically on vocational education and training or other related field); a master’s degree is an added advantage
  • At least 5 years of demonstrable, professional experience in the field of water supply and sanitation services in Zambia, including experience in project management and coordination
  • Exposure to governmental organisations such as MWDSEP, MoHE, regulators like NWASCO, WARMA, ZEMA and TEVETA, Commercial Water Uitlities and other water industries and NGOs in the Zambian water sector on WASHE and capacity development
  • Experience in skills development and development of vocational training packages
  • Practical experience in cooperating with water utilities is an added advantage
  • Understanding of social issues and challenges in the Zambian skills development sector
  • Experience in stakeholder coordination and platform development and operationalisation

Knowledge, additional competences:

  • Ability to work under pressure with high resilience and motivation
  • Fluency in English, with the ability to articulate oneself well in writing
  • Fluency in Nyanja or Bemba
  • Good communication, social and intercultural skills and be able to employ diplomacy, especially when collaborating with a broad range of stakeholders
  • Must have strong IT skills (e.g. MS Office, online research, etc.); knowledge of SPSS or STATA is an added advantage
  • Must be an excellent team player and is expected to work well in a multicultural and multidisciplinary environment
  • Must be proactive and be able to use own initiative
  • Must have excellent organisational skills with the ability to manage and prioritise own workload
