Grants and Finance Officer

Department Overview

Pact, a non-profit organization based in Washington, DC, is implementing a USAID-funded project, USAID/Z-CHPP, aimed at reducing new HIV infections by increasing adoption of high impact HIV services and protective behaviors among at-risk populations, using evidence-based and locally owned solutions. Pact has an immediate need for highly competent country citizens to fill the following position.

Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. To contribute towards this, Pact Zambia is currently seeking a self-motivated and outcome-oriented individual to support the PACT Zambia Finance and operations department.

The Position

  • The Grants and Finance Officer is responsible for carrying out the financial management and accounting of Pact projects in Zambia, as well oversee compliance, manage project budgets, directly support the programs team with all activities requiring operations, logistics, administration and human resources.
  • The Finance and Grants Officer is responsible for all internal controls and for ensuring compliance with all Pact policy and procedures, donor regulations and relevant US and Zambian laws.

Key Responsibilities

  • Compliance:
  • Ensure that all Sub-grant financial procedures, files, accounting practices and procurement of goods and services follow policies and procedures, Government of Zambia laws, and US Government regulations.
  • Grant Management, Sub-grant Monitoring and Capacity Building
  • Review and reconcile monthly sub-grantee financial reports, supporting documents and cash advance requests.
  • Conduct sub-grantee field reviews of financial transactions, checking for compliance with Donor regulations, local laws and own policies and procedures.
  • Oversee grantee financial close outs by reviewing financial books and reports, checking compliance with own policies.
  • Prepare sub-grantee contract documents to facilitate granting of funds.
  • Conduct sub-grantee capacity building based on findings of the reviews of financial records.


  • Contribute to the global Grants Management Community of Practice to share best practices and lessons learned on Pact’s intranet “Mosaic.”
  • Update the Pact Zambia sub-grantee database and physical files with all contractual documents.
  • Perform other duties as assigned.

Basic Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration or related field.
  • 6 years of relevant experience in finance, accounting, operations.
  • Sound knowledge of Generally Accepted Accounting Practices (GAAP).
  • Strong written and verbal English communication skills.
  • Proficient in Microsoft Office, including Excel, Word, PowerPoint and complex accounting software systems.
  • Knowledge of US government rules and regulations; experience managing finances and compliance for USAID and other donor programs
  • Direct experience with accounting software systems; knowledge of Serenic Navigator accounting software desirable.
  • Experience working with international
