Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General. - The recruitment process for National Officer positions is subject to specific local recruitment and eligibility criteria.
- Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization.

Conditions of employment for external candidates:
- In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is K 488, 509 ( Zambian Kwacha) yearly.
Under the UNJPSP, the ILO, together with Government and other UN agencies, began providing technical and financial assistance to a selected number of districts (Kafue, Mongu, Mpulungu, Mambwe, Samfya and Lunga) for the development, implementation and evaluation of measures to improve access to social protection benefits and services at district and community level. This was with a view toward developing a consistent but adaptable national model for single-window service (SWS) delivery based upon the lessons learned. The objective of SWS is to provide a single entry point for existing and potential beneficiaries into the social protection system for enhanced coordination and coherence in service delivery.
The SWS approach strengthens Government commitment to ensuring rights-based social protection service delivery through effective case management, and will link to social accountability systems such as grievance and redress mechanisms as well as greater civil society engagement.
The successor UN Joint Program for Social Protection (UNJPSP-II) in Zambia builds on the lessons learned from the first programme, and includes ambitious targets for finalizing and operationalizing the SWS model for social protection delivery. As a critical part of the support provided to this initiative under the UNJPSP-II, the social protection team within the ILO Country Office for Zambia, Malawi and Mozambique will provide technical advice and other assistance to constituents in Zambia, including Government, social partners and civil society organizations to develop, test and disseminate a SWS delivery model in line with international and emerging best practices from activities in Zambia to date.
Under the overall responsibility of the ILO Country Office for Zambia, Malawi and Mozambique Director, the National Project Coordinator (NPC) will report to and work under the direct supervision of the Technical Advisor (TA) of the Project. The NPC will work in close collaboration with the Ministry of Community Development and Social Services (MCDSS) and other UN Agencies in Zambia supporting the SWS initiative under UNJPSP-II auspices.
Description of Duties
- Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan
- Contribute to the effective implementation of the project through the technical, efficient and timely execution of tasks in accordance with the policies, values and procedures of the ILO, the strategies of the project and the schedule of activities.
- Undertake a range of activities to support project staff and national partners with identifying, analysing, interpreting and making recommendations on project activities, in coordination with CO-Lusaka, co-implementing UN agencies in Zambia, and relevant technical units at ILO-HQ including but not limited to the Social Protection Department (SOCPRO).
- Review, verify and analyse work plans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
- First level university degree in Social Sciences, Public Administration, Social Protection or similar with demonstrated expertise in the relevant technical field and strong knowledge of development issues, particularly in Zambia, is required.
- An advanced university degree would be an advantage.
- At least three years of experience in the field of Social Protection and Public Administration. Experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).
- Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or community development would be an advantage.
- Excellent knowledge of English and good knowledge of another local language of the duty station.
- Good knowledge about social, economic development, including labor and employment, trends in the country
- Ability to maintain good working relationships with all project stakeholders.
- Ability to establish and maintain systems within project operations.
- Demonstrated ability to manage technical co-operation projects of international organizations.
- Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies.
- Ability to conduct action oriented research and write analytical technical report in English.
