Duty Station: Gwembe – Southern Province

Role Purpose:

The Humanitarian Response Manager will lead and manage the emergency response programme in Zambia country office. He/she has overall responsibility for providing eadership which produces effective delivery and development/design of emergency response programmes for the Food Insecurity crisis. The Response Manager is responsible for identifying needs and resources and elaborating programme recommendations/partnerships for the emergency response as well as representation of the CO in Coordination meetings.

The incumbent will be reporting to the Deputy Country Director.

Main Responsibilities:

  • Monitor humanitarian trigger indicators agreed in the country’s Emergency Preparedness Plan
  • Draft and disseminate the Alert according to humanitarian trigger indicators
  • Develop and review the Emergency Response Strategy and Emergency Preparedness Plan
  • Overall management and coordination of the emergency response portfolio.
  • This includes but not limit to the on-going Emergency School Feeding, distribution of food pack, and cash transfer programme.
  • He/she will make clear recommendations on proposed program content and design, staffing, management and administration arrangements and budget with clear indications of funding, working with partners and technical support resources.
  • Work closely with the Deputy Country Director to ensure adequate supply chain support to deliver high quality programmes effectively.

Programme quality and MEAL:

  • Work with relevant technical specialists/TA to identify funding opportunities and mobilize resources for categorized humanitarian responses
  • Ensure integration of humanitarian interventions to maximize the impacts of the interventions on children’s lives

Project implementation and management of catagorized humanitarian responses:

  • Monitor humanitarian trigger indicators agreed in the country’s Emergency Preparedness Plan
  • Develop and review the Emergency Response Strategy and Emergency Preparedness Plan

Capacity Building:

  • Lead, support and motivate emergency team members, ensuring that team members have clear objectives and receive meaningful feedback on their performance.
  • Ensure the capacity building of Emergency Response team in order to ensure on going sustainability and quality of the response.
  • Identify learning and development needs and training opportunities for the field management staff and make recommendations for capacity enhancement based on performance management.

Coordination and representation:

  • Maintain regular communications with Regional Office and SC Members with regards to on-going humanitarian response and emergency preparedness.
  • Establish, maintain, and improve active and regular working relationships and take the lead role in representing the principles and work of SC to representatives of other organizations – UN, NGOs, INGOs, counterparts, donors, DMMU and other government Authorities etc.

Qualification and Experience:

  • University degree in Social Science or relevant area
  • 3 year’s experience in management position with a humanitarian organisation within an emergency environment.
  • Ability to work collaboratively as part of a team as well as independently as required
  • Skills and experience in two or more of the following sectors, namely, Food Security and Livelihoods, Nutrition, Education, and Child Protection project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
  • Demonstrable skills in organizational systems strengthening and mentoring high performing teams within a resource limited setting.
  • Experience of working with UN partners and good networking skills is added advantage
  • Commitment to and understanding of Save the Children’s aims, values and principles

Child Safeguarding:

  • Level 2 – the responsibilities of the post may require the post holder to have minimal contact with or access to children or young people.
