Junior Advisor (based in Lusaka)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

Young people (aged 15-24 years old) make up 35% of Zambia’s population. They are key to the country’s economy and sustainable development. At the same time, young people are amongst those most at risk of HIV-infection. Young women and girls are particularly vulnerable and face the ‘triple threat’ of HIV, early pregnancy and gender-based violence (GBV). Despite such risks, less than half of all young people have comprehensive knowledge on HIV prevention and reproductive health, and even fewer know their HIV status. To counter this, Zambia’s Adolescent Health Strategy focuses on strengthening delivery of youth-friendly services for improved sexual and reproductive health.

With financial support from the BMZ, GIZ is implementing the programme “Strengthening Girls Rights! Reproductive Health, Family Planning and HIV prevention for students, especially girls, in Zambia”. The programme seeks to enable young people, especially girls, to exercise their rights, access youth-friendly health services and take action for sexual and reproductive health, HIV prevention and non-violent gender relations. It is being implemented in partnership with the National HIV/AIDS/STI/TB Council (NAC) as well as other stakeholders in Lusaka, Northwestern and Southern provinces.

In this context, GIZ is seeking a suitable candidate for the following position:

Main tasks and responsibilities:

  • Supporting the implementation of the “Strengthening Girls Rights!” Programme
  • Supporting the work with the Provincial AIDS Coordinator Advisor (PACA) of Lusaka Province as well as selected District AIDS Coordinator Advisors (DACAs) to strengthen the coordination and implementation of youth-friendly efforts and to ensure the mainstreaming of HIV, gender and human rights in local government plans

Support in steering and coordination:

  • Contributing to the overall programme strategy, by bringing in experiences and lessons learnt from the work with the PACA and DACAs in Lusaka Province
  • Working closely with and under the guidance of GIZ colleagues in Southern and North-western Province to develop and coordinate programme interventions at provincial and district level
  • Assisting the PACA and selected DACAs in Lusaka Province with organising multi-stakeholder coordination meetings for youth-friendly responses
  • Assisting the PACA and selected DACAs in Lusaka Province with informing stakeholders about and promoting the Joint-in-Circuit and other youth-friendly approaches for preventing HIV, early pregnancy and GBV
  • Providing PACA and selected DACAs in Lusaka Province with information, guidance documents and training opportunities for mainstreaming of HIV, gender and human rights in local government plans, in close collaboration with GIZ colleagues and programme management
  • Providing relevant stakeholders in Lusaka Province with information, guidance documents and training opportunities for enhancing young people’s satisfaction with HIV, sexual and reproductive health rights (SRHR) and GBV counselling services

Planning, Monitoring and Reporting:

  • Contributing to the operational planning, and review thereof, of the “Strengthening Girls Rights!” programme
  • Monitoring programme activities, progress and results in Lusaka Province, in accordance with the programme’s results matrix and results-based monitoring (RBM) system
  • Assisting partners and/or external consultants with approaching stakeholders and target groups in Lusaka Province for conducting baseline surveys as/when required
  • Supporting learning and exchange between partners in the three provinces, as well as nationally
  • Contributing to publications and to the documentation of lessons learnt and success stories, including for dissemination at regional conferences and in regional networks
  • Responding to requests for verbal and written updates by the Gender and HIV Cluster Coordinator
  • Contributing to programme reporting towards BMZ, regarding his/her areas of responsibility

Finance and Administration:

  • Liaising with the respective administrative staff in the GIZ office in Zambia for all processes pertaining to finance and administration for the implementation of activities in Lusaka Province
  • Adhering to GIZ regulations for procurement, travel, participants-related costs
  • Supporting the Administrative Officer with informing partners working at sub-national level in Lusaka province about GIZ regulations, in particular, with regard to participant related costs

Other duties/additional tasks:

  • Assisting in and/or carrying out other programme activities and other tasks at the request of programme management

Qualifications and requirements:

  • Minimum of a bachelor’s degree in Public Health, relevant Social Science, Human Rights, Public Administration or other relevant field
  • Academic course related to HIV, sexual and reproductive health and/or gender

Professional experience:

  • At least 1-2 years’ professional experience in the area of youth-friendly responses to HIV, sexual and reproductive health rights (SRHR) and gender based violence (GBV)
  • Experience collaborating with different stakeholders and communities on young people’s rights and access to HIV, SRHR and GBV information and services
  • Practical experience with mainstreaming is a strong added advantage
  • Initial work experience in the field of monitoring, knowledge management and report writing
  • Previous experience working in an international organisation is an asset

Other knowledge, additional competences:

  • Awareness of strategies and approaches for mainstreaming HIV, gender or human rights
  • Fluency in English (both written and oral) and fluent oral knowledge of at least one local language widely spoken in the Chirundu area (e.g. Tonga, etc.)
  • Good working knowledge of ICT technology (related software, telephone, fax, email, the Internet) and computer applications (e.g. MS Office)
  • Strong communication and interpersonal skills with the ability to work in a multicultural and multidisciplinary team
  • Very good organisational skills; must be able to work responsibly, effectively and be target-oriented
  • Willingness to learn and to receive and give feedback
