Senior Advisor – Agricultural Finance

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

The GIZ Agriculture and Food Security (AgriFood) Cluster in Zambia aims at contributing to improve agricultural production and competitiveness along selected value chains (in order to increase incomes of small and medium farmers), to improve access to agricultural finance and to improve the food and nutrition situation of poor rural households.

The global project Promotion of Agricultural Finance for Agri-based Enterprises in Rural Areas (GV AgFin) aims at increasing the supply of agricultural finance products based on the demand and needs of the Zambian agricultural sector. The main goal of the project is to provide farms and agri-based enterprises with access to a complete range of financial services, which they require. Better access to financial services will be supplemented by extensive advisory services and trainings to ensure an effective uptake and usage of products being offered. The GV AgFin Project combines agricultural sector development and financial systems development strategies to address both demand and supply side constraints simultaneously. Therefore, the project activities are not only aimed at the demand side, i.e. the farmers and agri-businesses, but also at the supply side (financial services) i.e. banks, micro-finance institutions (MFIs).

In this context, the project seeking a suitable candidate for the following position:

Senior Advisor – Agricultural Finance (based in Lusaka)


Main tasks and responsibilities:

  • Coordinating and implementing project activities
  • Providing technical assistance and advanced training to the management and staff of partner financial institutions, with a focus on agricultural finance, financial inclusion, digital finance and organisational development
  • Developing and implementing joint operational plans with partners
  • Supporting partner financial institutions in developing needs-based financial services for rural/agricultural enterprises and jointly managing the market roll-out of products
  • Coordinating activities with the respective government partners
  • Driving agricultural value chain assessments and business model analysis
  • Coordinating and implementing different kinds of training measures
  • Deputising the project coordinator

Planning and implementation of project activities:

  • Developing and implementing joint operational plans with partners
  • Providing technical assistance to staff of financial institutions, covering different levels: management, board, senior management, branch and loan officer, risk managers and any other required personnel
  • Working closely with partner financial institutions (FIs) to adapt their products and internal processes to improve access to finance for agri-based enterprises in rural areas
  • Guiding and managing processes with the partner FIs related to product piloting and market roll-out
  • Maintaining close working relationships with the agricultural finance champions from the FI partners
  • Planning and overseeing business case assessment for different agricultural value chains
  • Coordinating the implementation of various training and capacity development activities for farmers, agri-businesses and financial institutions
  • Developing and implementing activities related to linking the demand and the supply side
  • Coordinating project activities with other GIZ projects in Southern Province and Eastern Province, Zambia
  • Organising and facilitating workshops and training sessions if necessary

Management and coordination:

  • Managing parts of the implementation of the agricultural finance project, specifically focusing on supply side measures
  • Planning consultancy assignments as well as coordinating and supporting their missions
  • Deputising the project coordinator in the case of absence
  • Conducting different project management tasks according to GIZ standards, e.g. development of appropriate strategies, needs assessments, etc.
  • Monitoring and evaluating implementation data and activities/training
  • Providing support in M&E and reporting
  • Providing technical guidance to the demand side advisor

Partnership management:

  • Negotiating and following up on working agreements with potential and current partners
  • Working closely with other projects under German Development Cooperation
  • Representing AgFin on regional, national and international levels, as required
  • Supporting or taking lead in organising visits by international visitors (e.g. BMZ)

Other duties/additional tasks:

  • Regularly reporting on activities and developments, as well as on field activities
  • Compiling detailed documentation of case studies, achievements and results
  • Conducting budget planning on a monthly and annual basis
  • Preparing fact sheets, writing reports and delivering all data required by the project coordinator
  • Assists with and/or carrying out other project activities and any other tasks as assigned
  • Assuming the role of focal person for gender and youth for the AgFin project

Qualifications and requirements:

  • Minimum of a bachelor’s degree in Agriculture, Agricultural Economics, Finance, Agribusiness, Organisational Development or a related field; a master’s degree is an added advantage

Professional experience:

  • At least 5 years of managerial and institutional experience in a comparable position
  • Profound knowledge of rural and digital finance concepts, agricultural economics, agriculture in Zambia
  • Demonstrable advisory and facilitation skills
  • At least 3 years of work experience with the private sector
  • Experience in working for an international organisation is an added advantage

Other knowledge, additional competences:

  • Strong interpersonal and communication skills and ability to work effectively in a multicultural and multidisciplinary team
  • Very good organisational skills and structured working methods
  • Fluency in English, both written and oral
  • Ability to manage and prioritise his/her workload
  • Strong analytical and report writing skills
  • Excellent IT skills (e.g. Microsoft Office applications, internet, email, etc. – knowledge of SPSS/STATA is an added advantage)
