Senior District Manager – Clinical & Programs

Reports to: Provincial Care & Treatment Advisor

Location: Livingstone/Mongu

Date: August 2020

Position Summary

Working under the guidance of the Provincial Care and treatment Advisor, the Senior District Manager Clinical & Programs will support activities to strengthen HIV care and treatment in assigned districts in their assigned district in Southern and Western provinces in Zambia. In collaboration with their MOH counterparts, they will lead mentorship and other capacity building activities at the Central and General hospitals within their districts and also provide oversight and supervision of I-surge officers within their districts.

Major Accountabilities

  • Close collaboration with the DHO and MOH district mentors in provision of site level
  • support in HIV prevention, care and treatment services
  • Supervise and coordinate the work of site level I-Surge officers in HIV clinical
  • management in line with the 95:95:95 target.
  • Review data for each step of the HIV testing and treatment with HF management team
  • and health care providers and identify service delivery and stock management gaps
  • and remedial measures
  • Monitor achievement of site level targets and discuss results and remediation
  • measures with HF staff and designated Hospital staff.
  • In collaboration with DHO, provide capacity building support including site level
  • mentorship on identified gaps as participate as a trainer in didactic trainings as needed
  • Support facilities to strengthen HIV testing activities with a focus on PITC and monitor
  • index case strategy implementation
  • Strengthen access to viral load monitoring by supporting providers to request viral
  • load test whenever indicated and interpretation of results.
  • Coordinate the implementation of all related prevention services including cervical
  • cancer screening, VMMC, PrEP etc.
  • Perform other related duties as directed.

Education

Medical Officer

  • Master’s degree in public health a plus

Experience, Skills & Minimum Required Qualifications

  • Medical Officer; Master’s degree in public health a plus
  • At least 5 years’ demonstrated experience in HIV clinical management
  • Trained in both adult and paediatrics ART
  • Supervisory and mentorship experience in HIV services at hospital level
  • Ability to provide mentorship to medical and clinical officers and other HIV service
  • staff
  • Proven experience in coordinating HIV community services such as demand creation,
  • HIV case identification and community interventions in support of retention of
  • recipients of care
  • A team player with ability to support coordination of HIV services at facility and
  • community.
  • Computer skills: Microsoft word, Excel, PowerPoint.
  • Experience working in donor funded projects a Plus
  • Fluent English oral and written communication skills

Preferred Qualifications

  • Medical Officer; Master’s degree in public health a plus
  • Travel Requirements
  • Requires domestic travel of a minimum of 30-40% of the time
