She/ He will work under the direct line management of Program Operations Director and is also expected to work closely with the health and nutrition technical backstops. Key Responsibilities Strategy and Programme Quality Provide technical leadership for the implementation of Save the Children in health and nutrition program in Zambia, consistent with the CO health and nutrition strategy and in line with the MoH strategy and guidelines; Provide oversight of the sponsorship MNCHN and SHN; Provide technical leadership in the identification of new business development opportunities and preparation of funding proposals in collaboration with the relevant technical and support staff; Ensure integration and coordination among the various Save the Children projects contributing to the overall goal of the organization through strengthening inter-sectoral collaboration; Ensure high quality reporting (both internal and external) with accurate, reliable information and that reports are prepared and submitted in a timely manner according to the reporting timelines; Strengthen the health team’s technical capacity for effective project management through identification of training needs and putting in place capacity building and mentoring strategies; Support the recruitment and induction of health staff and consultants. Monitoring and Evaluation Participate in development of M&E frameworks, work plans and program evaluations; Work with the MEAL team to develop and implement robust systems for gathering evidence and measuring impact and ensure high quality data collection, analysis and use of health data for informed decision making and reporting; Conduct regular field monitoring visits to provide support to implementation and assess quality of implementation using the quality benchmarks; Ensure that quarterly health sector project review meetings are held and reports with clear action points are raised and actioned ; Support in planning of assessments and surveys and ensure best practice through the implementation and dissemination of findings and results; Ensure that beneficiary accountability is taken into consideration from programme design to implementation; Promote the sharing of best practice and learning in relation to programming, advocacy and campaign activities within the CO and externally. Representation and advocacy Represent Save the Children at national level fora in order to increase visibility and networking opportunities between different stakeholders in the health sector; Build and maintain relationships within MoH and NFNC (National Food and Nutrition Commission) at the national level and with provincial health offices, DHOs and other sub-national district and municipal partners; Build and maintain relationships with the donor community to ensure that Save the Children’s work is highlighted and create opportunities for funding; Serve as the principal health technical focal point for Save the Children, preparing briefing materials and reports on the health and nutrition portfolio for donors, SMT and visitors where necessary; Ensure that regular and effective communications are maintained with Health Technical Advisors (both Regional & Member services) and other sectors within the organization for smooth program operations and implementation; Work with the project teams and the thematic backstops to identify key health and nutrition advocacy issues and develop an advocacy strategy as well as mainstream advocacy within all health and nutrition programmes. Grants Management: In collaboration with the Operations Director, participate in kick off and close out meetings and ensure all health and nutrition work plans are in place and being followed by the project implementation teams. He/She will provide support to implementation of these work plans including support to work plan adjustments as necessary; Provide support in the preparation and implementation of where possible support detailed project spending, procurement and work plans for the all health and nutrition projects in the CO and field offices. Finance: Monitor and ensure effective budget responsibility for the health nutrition component of projects; Ensure that the scheme of delegation, finance guidelines and related administrative procedures are strictly adhered to; Work with the awards team to ensure compliance to donor regulations for all health and nutrition grants at Country Office and field offices. Local Consultancy for data Collectors for an assessment of district level coordination in Zambia Rising project sites: Responsibilities Background • The purpose of the documentation exercise is to generate knowledge on the district structures for documentation, learning and replication of similar approaches that provide evidence of success as well as documentation of any challenges/remaining gaps • The objectives of the assessment are to document the successes achieved, challenges/ remaining gaps faced by the Zambia Rising project’s support to district coordination structures and individual District Child Protection Committee members • To assess the capacity of the district structures in developing and reviewing the joint multi-sectoral work plans, M&E plans, data dashboards and using the data for decision making; the ability of the district structures to coordinate district stakeholders including private sector engagement and contribution to district planned activities; to identify a “minimum package” for successful coordination at district level that the Government can learn from for future scale up • To identify promising strategies and interventions from the project to build sustainable district coordination structures and to identify and document best practices and promising approaches in the implementation of activities for children and adolescents using the district structures • The data will be collected in eight districts across five provinces namely: Luapula, Copperbelt, Southern and Central provinces with the addition of one or two comparison districts. Scope of Work • Inception meeting with the Zambia Rising management and assessment teams; • Assist in refining the data collection tools during the training for data collectors; • Participate in the pre-test of the data collection tools; • Assist in refining the data collection tools based on the pre-test; • As part of the assessment team under Zambia Rising, conduct data collection using the agreed methodology and tools; • Clean the qualitative data scripts in preparation for analysis; • Participate in meetings/trainings with the Zambia Rising team in preparation for the data collection visits; • Participate in any analysis, additional data collection or reporting as needed. Main Responsibilities • Oversee that support services work is closely aligned with Save the Children organisational objectives, is implemented in strict conformity with organisation policies/ procedures, donor agreements, and meets the highest standards of technical quality • Provide support to Sponsorship Field Office Manager for management of all support services /activities in the field office. • Work with logistics teams to ensure timely procurement, storage and distribution of supplies and services for the timely delivery of project objectives. • Ensure high quality reports on operational aspects against the indicators agreed in relevant work plans • Support adherence to financial and budget holder reporting requirements, support the preparation of timely donor proposals and adherence to donor and Save the Children reporting deadlines • Ensure that existing finance guidelines and related administrative procedures are adhered to • Participate in the elaboration and implementation of the Country Strategy Plan (CSP), the Country Annual Plan, and other strategic planning processes as may be required by the Zambia programme • Manage and motivate staff under his/her direct supervision, ensuring that they have clear objectives and receive meaningful feedback on their performance • Ensure optimal security management procedures and practices are in place and continually monitor the security situation, adapting staff safety procedures accordingly • Ensure that security guidelines are updated and adhered to • Manage team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly. • Ensure compliance with all relevant Save the Children policies and procedures with respect to child Safeguarding health and safety, equal opportunities and other relevant policies. • The Children values. • Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved. Responsibilities Team/Programme: Programme Operations Grade: 2 Contract Type: National Child Safeguarding: • Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people Role Purpose: • The Health & Nutrition Manager will be responsible for the ensuring the high quality implementation of program activities across all health projects including new business development to support expansion of the health and nutrition programme (in collaboration with PDQ and other thematic staff) in Zambia • The Programme Manager is responsible for ensuring programme development through the identification of new opportunities together with field staff and the thematic advisors, programme design and development of high quality proposals • (S)He will strengthen the quality of programme implementation through identification of staff capacity gaps and instituting capacity building strategies, supervision and technical support to implementation working with HQ technical advisors, institututionalise quality in report writing as well as the use of data for decision making through robust monitoring and evaluation (working with the MEAL team) • The Health & Nutrition manager is also expected to provide technical leadership and guidance to field technical teams and ensure programme design and implementation is in line with the health and nutrition strategy within the Zambia Country Strategic Plan • She/ He will work under the direct line management of Program Operations Director and is also expected to work closely with the health and nutrition technical backstops Scope Of Role: Reports to: Programme Operations Director • Dotted Line Reporting –PDQ Director • Line Management Responsibility: - Direct: Senior Newborn Technical Advisor, Project Manager -Systems for Better (SBH), Nutrition Advisor, HIV Project Manager - Indirect: Health & Nutrition Project Manager, Health Coordinator Key Areas Of Accountabilities • Strategy and Programme Quality • Provide technical leadership for the implementation of Save the Children in health and nutrition program in Zambia, consistent with the CO health and nutrition strategy and in line with the MoH strategy and guidelines. • Provide oversight of the sponsorship MNCHN and SHN. • Provide technical leadership in the identification of new business development opportunities and preparation of funding proposals in collaboration with the relevant technical and support staff • Ensure integration and coordination among the various Save the Children projects contributing to the overall goal of the organization through strengthening intersectoral collaboration. • Ensure high quality reporting (both internal and external) with accurate, reliable information and that reports are prepared and submitted in a timely manner according to the reporting timelines. • Strengthen the health team’s technical capacity for effective project management through identification of training needs and putting in place capacity building and mentoring strategies. • Support the recruitment and induction of health staff and consultants Monitoring and Evaluation • Participate in development of M&E frameworks, work plans and program evaluations • Work with the MEAL team to develop and implement robust systems for gathering evidence and measuring impact and ensure high quality data collection, analysis and use of health data for informed decision making and reporting • Conduct regular field monitoring visits to provide support to implementation and assess quality of implementation using the quality benchmarks. • Ensure that quarterly health sector project review meetings are held and reports with clear action points are raised and actioned • Support in planning of assessments and surveys and ensure best practice through the implementation and dissemination of findings and results • Ensure that beneficiary accountability is taken into consideration from programme design to implementation • Promote the sharing of best practice and learning in relation to programming, advocacy and campaign activities within the CO and externally. Representation and advocacy • Represent Save the Children at national level fora in order to increase visibility and networking opportunities between different stakeholders in the health sector • Build and maintain relationships within MoH and NFNC (National Food and Nutrition Commission) at the national level and with provincial health offices, DHOs and other sub-national district and municipal partners. • Build and maintain relationships with the donor community to ensure that Save the Children’s work is highlighted and create opportunities for funding. • Serve as the principal health technical focal point for Save the Children, preparing briefing materials and reports on the health and nutrition portfolio for donors, SMT and visitors where necessary • Ensure that regular and effective communications are maintained with Health Technical Advisors (both Regional & Member services) and other sectors within the organization for smooth program operations and implementation • Work with the project teams and the thematic backstops to identify key health and nutrition advocacy issues and develop an advocacy strategy as well as mainstream advocacy within all health and nutrition programmes. Grants Management: • In collaboration with the Ops director, participate in kick off and close out meetings and ensure all health and nutrition work plans are in place and being followed by the project implementation teams. He/She will provide support to implementation of these workplans including support to work plan adjustments as necessary. • Provide support in the preparation and implementation of Where possible support detailed project spending, procurement and work plans for the all health and nutrition projects in the CO and field offices. Finance: • Monitor and ensure effective budget responsibility for the health nutrition component of projects • Ensure that the scheme of delegation, finance guidelines and related administrative procedures are strictly adhered to • Work with the awards team to ensure compliance to donor regulations for all health and nutrition grants at CO and field offices. Human Resources: • Comply with all relevant Save the Children policies and procedures with respect to Child Safeguarding, Child Protection policy, Code of Contact, and Fraud and Dishonest policy, Gender, Diversity
