Background The Small Grants Programme (SGP) is a corporate programme of the Global Environment Facility (GEF) that finances community-led initiatives to address global environmental and sustainable development issues. Launched in 1992, it is implemented by the United Nations Development Programme (UNDP pm behalf of the GEF Partnership. It is specifically designed to generate local action by empowering civil society organizations (SCOs) and poor and vulnerable indigenous peoples and women. The SGP supports community projects that have global environmental benefits while improving livelihoods and reducing poverty, as well as promoting gender equality and the empowerment of women. The programme provides small grants of up to $50,000 and strategic grants up to $150,000 directly to local communities including indigenous people, community-based organizations, and other non-governmental groups for projects in GEF focal areas of Biodiversity, Climate Change Mitigation and Adaptation, Land Degradation and Sustainable Forest Management, International Waters, and Chemicals & Waste. Post’s Organizational Accountability Effective management of the GEF-SGP (Global Environment Facility – Small Grants Programme) local team, the SGP programme and its portfolio – from programme strategy to individual project concept and design to technical support to SGP grantees, monitoring and evaluation – to ensure compliance with the overall approved global SGP Strategic Framework, the SGP Operational Guidelines, the SGP annual work programme, the national environmental priorities, as well as the annual delivery of the national SGP targets. Building Strategic partnerships with development partners, such as donors, foundations, private sector and civil society, to promote SGP and mobilize resources. Contribute to GEF-SGP’s efforts to develop effective national, regional and global networks for technical support and knowledge management, within the GEF SGP and with external institutions, including academia. Duties and Responsibilities Managerial Functions (20%) Supervise the national SGP team members and provide necessary guidance and coaching Promote and maintain a suitable environment for teamwork within the SGP team, the National Steering Committee members, and with the UNDP Country Office team Prepare annul workplan, including strategic and/or innovative initiatives to be undertaken/explored, and set delivery and co-financing targets Set annual performance parameters and learning objectives for the SGP team, assess their performance and provide feedback Build and maintain effective relationship with key partners and stakeholders and keep CPMT, UNOPS and UNDP CO informed as appropriate. Programme Development and Management (50%) Keeps abreast of the national environmental concerns and priorities as well as socio-economic and trends as they relate to the GEF-SGP and its focal areas and assess their impact on SGP’s work and programme Contribute to the formation of the Country Programme Strategy (CPS) and its biennium review and update Exercise quality control over the development of a portfolio of project ideas and concepts, and closely monitor the programme implementation progress and results; Organize periodic stakeholder workshops and project development sessions for NGOs, Community Based Organizations (CBO) and local communities, and other stakeholders to explain about SGP, and to assist potential applicants in making the link between local environmental problems and global concerns of the GSF focal areas and operational programmes Work closely with NGOs and CBOs in preparation of project concepts and proposals to ensure that individual projects fit the GSF-SGP Strategic Framework Authorize and manage project planning grants as required Conduct periodic programme monitoring field visits and provide technical and operational support and guidance to SGP grantees as required Work closely and support the National Steering Committee and its deliberations during the processes of project proposal selection and approval especially the initial appraisal of proposals and assessment of eligibility Foster operational and policy linkages between the GEF-SGP and the large or medium-sized GEF projects, planned or underway in the country, as well as those of other donors and development partners Manage the annual SGP allocations (administrative and grants), maintain the financial integrity of the programme, ensure most effective use of SGP resources Report periodically to CPMT on programme implementation status. Resource Mobilization (20%) Establish and maintain close working relationships with stakeholders, advocate SGP policies, comparative advantages and initiatives, and ensure visibility Assess programme interest and priorities of key donors and other development partners, develop SGP advocacy campaigns and develop/update the SGP Resource Mobilization Strategy Identify opportunities and areas for GEF-SGP support, and mobilize resources from the Government, donors and other partners to best leverage the GEF-SGP resources. Under the overall supervision of UNODC Regional Representative and the technical guidance of UNODC Regional HIV Adviser, the Programme Officer will be responsible for implementation of UNODC technical assistance projects in the UNODC HIV/AIDS key policy areas, namely HIV/AIDS prevention and care related to (a) drug use, particularly injecting drug use and (b) prison settings. S/he will also facilitate collaboration and coordination with UNAIDS, its co-sponsors and other key players and assist the UNODC Office in Zambia in strengthening national capacities to develop and implement strategies that deal effectively with HIV/AIDS prevention, treatment and care. Zambia has received funding from the Green Climate Fund (GCF) for the project Strengthening climate resilience of agricultural livelihoods in Agro-Ecological Regions I and II in Zambia. This project aims to increase the resilience of smallholder farmers in Agro-Ecological Regions I and II in Zambia in view of climate change and variability. The project will achieve this aim by taking a value chain approach, addressing risks posed across key stages of the value chain – planning, inputs, production and post-production. The very high co-finance ensures that this project will shift public financing on agriculture towards climate resilient agriculture through strong partnership with GCF and UNDP. GCF funds will only finance the activities that have a clear climate change additionality like climate information and early warning systems, access to water for smallholder farmers and linkages with rural agricultural markets. The project will make targeted interventions to capitalize on opportunities to strengthen and promote viable climate-resilient value chains relating to smallholder agriculture in the target regions, specifically targeting value chains that are gender sensitive and provide viable economic opportunities for women. This includes three interrelated outputs: 1) strengthening capacity of farmers to plan for climate risk; 2) strengthening resilient agricultural production and diversification practices (for both food security and income generation); and 3) strengthening farmers’ access to markets and commercialization of introduced resilient agricultural commodities. It is with this background that a qualified and self-motivated professional is sought to fill the role of Monitoring, Evaluation and Communication Analyst. The Monitoring, Evaluation & Communication Analyst will report to the Project Manager and will work in close collaboration with the RPs and relevant stakeholders. The main responsibility of the Monitoring, Evaluation & Communication Analyst will be to support all monitoring, evaluation and communications related needs of the project. Zambia has received funding from the Green Climate Fund (GCF) for the project Strengthening climate resilience of agricultural livelihoods in Agro-Ecological Regions I and II in Zambia. This project aims to increase the resilience of smallholder farmers in Agro-Ecological Regions I and II in Zambia in view of climate change and variability. The project will achieve this aim by taking a value chain approach, addressing risks posed across key stages of the value chain – planning, inputs, production and post-production. The very high co-finance ensures that this project will shift public financing on agriculture towards climate resilient agriculture through strong partnership with GCF and UNDP. GCF funds will only finance the activities that have a clear climate change additionality like climate information and early warning systems, access to water for smallholder farmers and linkages with rural agricultural markets. The project will make targeted interventions to capitalize on opportunities to strengthen and promote viable climate-resilient value chains relating to smallholder agriculture in the target regions, specifically targeting value chains that are gender sensitive and provide viable economic opportunities for women. This includes three interrelated outputs: 1) strengthening capacity of farmers to plan for climate risk; 2) strengthening resilient agricultural production and diversification practices (for both food security and income generation); and 3) strengthening farmers’ access to markets and commercialization of introduced resilient agricultural commodities. It is with this background that a qualified and self-motivated professional is sought to fill the role of Monitoring, Evaluation and Communication Analyst. The Monitoring, Evaluation & Communication Analyst will report to the Project Manager and will work in close collaboration with the RPs and relevant stakeholders. The main responsibility of the Monitoring, Evaluation & Communication Analyst will be to support all monitoring, evaluation and communications related needs of the project. Duties and Responsibilities Leads and executes project monitoring, evaluation & communication activities, focusing on achievement of the following results: Lead the development project monitoring & evaluation (M&E) plan and oversee the implementation of the resource framework; Develop Terms of References (TORs) for M&E tasks to be carried out for consulting firms (e.g. the design of surveys, evaluations, etc. using a combination of quantitative and qualitative methods; Develop and maintain an M&E database for the project (technical and financial) and contribute to the maintenance of a database of the Project; Set the baseline for the project as per the indicators identified in the project results framework; Identify information source and be responsible for sourcing data and information for specific M&E needs directly from other implementing agencies and stakeholders particularly for indicators not requiring a survey; Support technical work such as reviewing M&E methods, carrying out training needs, designing M&E tools and providing M&E technical assistance; Oversee and participate in evaluations and assessments; Serve as the evaluation team member of selected evaluations conducted; Ensure quality control of M&E outputs (e.g. surveys etc.), including by contributing substantively to the design and field testing of the monitoring methodology, review, supervise design and implementation of the survey, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted; Maintain a detailed knowledge of all relevant issues impacting M&E; Guide and provide training for project team to foster capacity building on M&E knowledge; Support M&E missions commissioned by the donor and UNDP; Review M&E system/mechanism, process and procedures of the RPs and forms and formats for project activities under its various components; Monitor project progress through field visit as may be required, offer feedback and keep regular communication with related field and centre level staff; Attend, participate and provide necessary inputs for preparation of and during project meeting, Workshops and trainings; Prepare and submit periodical progress reports based on M&E inputs as per the Results Framework meeting the deadline as per the requirement of project and UNDP; Prepare consolidate progress reports for project management to submit to the relevant stakeholders, in accordance with approved reporting formats and schedule; Support other relevant staff of the Project in coordinating the preparation and consolidation of annual work plans, monthly and quarterly, Project reports and other deliverables; Review monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottlenecks in project implementation and make recommendations; Assist PM to manage identified risks, foresee new risks and to support project staff to mitigate them effectively; Track progress made on the Project’s Results Framework during project implementation; Undertake relevant field visits to ensure achievement of the objectives of his/her assignment. Mobile Money for the Poor (MM4P): UNCDF manages several initiatives related to digital financial services (DFS), of which the lead programme is Mobile Money for the Poor (MM4P). MM4P addresses the opportunities and challenges of implementing Digital Financial Services (DFS) in LDCs in Africa and Asia with the objective to build an inclusive digital financial ecosystem that offers a wide range of DFS provided responsibly, and at reasonable cost, by sustainable institutions in a well-regulated environment. Specifically, MM4P provides a mix of policy, technical financial support to a range of government and private sector actors in each country, as well as investing in research and other public goods that benefit all market actors. The United Nations Development Project (UNDP) Country Team (UNCT) in Zambia decided in 2017 to take a new and strengthened approach on disability mainstreaming, in line with the commitment to Leave No One Behind enshrined in Agenda 2030 for Sustainable Development. The approach was informed by the 2016 visit to Zambia, and subsequent recommendations, of the UN Special Rapporteur on the Rights of Persons with Disabilities, as well as efforts at national level to strengthen rights of persons with disabilities, such as the ratification of the UN Convention on the Rights of Persons with Disabilities (UNCRPD) in 2010, the enactment of the Disability Act (2012) and the approval of the National Policy on Disability (2013). The new 7 th National Development Plan 2017-2021 (7NDP) continues the momentum by placing emphasis on reducing vulnerabilities and inequalities, including for persons with disabilities. Assignment And Project Description As a first step to implement the new approach on disability, the UNCT established an inter-agency project to promote disability inclusion in Luapula Province, for which full funding of USD 400,000 was received from the third funding round of the UN Partnership for the Rights of Persons with Disabilities (UNPRPD). The title of the approved programme is “Promoting disability inclusion in HIV, sexual and reproductive health and social protection in Luapula Province”, and it will be implemented jointly by ILO, UNFPA, UNDP, WHO, UNICEF, and UNAIDS. The duration of the project is 30 months and the total budget is approximately USD 900,000, including in-kind contributions from participating agencies. Luapula Province was selected as the focus province because it has the highest disability prevalence rate in the country (9.7%) and overall low human development indicators. The project seeks to capitalize on the existing normative environment, which protects the right to health and well-being of persons with disabilities to strengthen the structural features already in place and build a sustainable approach to disability inclusion that later can be scaled up to national level. The project will focus on changing attitudes and building capacity within communities, among traditional and religious leaders, service providers as well as organisations of persons with disabilities (DPOs) to provide accessible services in the selected districts in Luapula. The project will also engage with the provincial administration in providing support to broader disability inclusion at the provincial level. A good foundation exists for multiple synergies with other existing or planned interventions, with the UN, central and local government, civil society, the disability sector, the private sector and international organizations. The Luapula project will serve as an entry point for the UN in Zambia to strengthen disability inclusion and mainstreaming across all programmes and operations. For this purpose, the RCO is looking for a motivated young professional – UNV Coordination and Partnerships Officer – who can support the effective strategic level coordination and communication of the Luapula disability project as well as the conceptualisation and implementation of a coherent UN-wide approach to mainstreaming disability rights. The Coordination and Partnerships Officer will work under the direct supervision of the UN Resident Coordinator/UNDP Resident Representative and as a member of the wider RCO team. The Coordination and Partnerships Officer will also collaborate closely with the Project Coordinator for the Luapula project, based in Mansa, and the inter-agency technical team and other partners in Lusaka. Since 30th August 2017, Zambia has been receiving new arrivals from the Democratic Republic of the Congo (DRC) mainly from Pweto, in Haute Katanga and Moba, in Tanganyika Provinces. The refugees are running away from conflict between Government forces and their allies (Abatembo) and the Elema (Elements). The majority of the refugees have been crossing into Zambia through Chiengi District in Luapula Province and these were kept for a few days at a Reception Centre in Chiengi (about 100 km away from Nchelenge office) before being temporarily relocated and registered at Kenani Refugee Transit Centre and then relocated to Mantapala Settlement in Nchelenge District. As of 30th June 2018, a cumulative total of 10,300 individuals from the DRC had been reallocated to the settlement of Mantapala (Nchelenge District) provided by the Government Republic of Zambia. While the number has been stable over the last 4 months, the new settlement also aim to assist host communities (estimated to nearly 5,000 people) in terms of basic social infrastructures (WASH, Education and Health). Mantapala Settlement has a high average of yearly rains compared to the rest of Zambia as the rain starts from October to May, while the dry season runs from June to September. The current access road to and within the Settlement as well as planning drainage among the livable blocks remains among the biggest challenges. As the Settlement is newly established the need for the expertise of a Site Planner is crucial as the planned figure is a total of 25,000 individual (host communities included). While The Mission Objectives Are Further, the aim of this assignment is to support the development of the Settlement of Mantapala in terms of plot demarcations, roads opening, drainages planning, and many other infrastructures planning. Lead the delivery of Site Planning services for the Settlement of Mantapala to meet UNHCR standards; Act as focal point for site planning issues within UNHCR and coordinate the activities with Governmental and Non-Governmental counterparts; and Facilitate adoption of methodologies for monitoring and reporting. Duties And Responsibilities Under the supervision of Head of Office, the UNV Civil Engineer will: Conduct technical feasibility studies for identification of adequate sites in close coordination with Local Authorities at Provincial, District, and Divisional levels, as well as with the concerned line Ministries and implementing partners; Provide technical support to the Zambia country office in Lusaka with the establishment of shelter facilities and infrastructure for refugees from DRC with due consideration to cross cutting issues, including protection, water, health, sanitation and environmental protection and community-based protection; Ensure that basic technical criteria of land availability/property, accessibility, security, topography, water resources, absorption capacity, and adequate terrain for proper sanitation facilities are taken into consideration while selecting potential sites. Other factors such as national reserves, migration corridor, and flooding, possible conflict with the local population have also to be taken into consideration when identifying potential settlement solutions; Create a shelter strategy for the DRC emergency in North East of Zambia, provide technical guidance and support for infrastructure development, emergency & semi-permanent shelter and durable solutions for an out of a camp settlement; Design and create new reception and transit center as well as strategies to initiate settlements benefiting both host communities and asylum seekers; Assess the structural safety of public buildings, measure the absorption capacity within a community for host arrangements while ensuring that humanitarian standards are met to ensure dignified living conditions; Develop, in close coordination with implementing partners and other concerned parties, settlement plans and their implementation modalities, including construction/rehabilitation of communal infrastructures (latrines, water points, etc.), taking into account the overall needs of target groups, their cultural preferences and the concerns of the local communities; Ensure that settlement designs take into consideration protection oriented issues such as sexual and gender based violence and the specific needs of women, men, girls, and boys. Background Zambia has received funding from the Green Climate Fund (GCF) for the project Strengthening climate resilience of agricultural livelihoods in Agro-Ecological Regions I and II in Zambia. This project aims to increase the resilience of smallholder farmers in Agro-Ecological Regions I and II in Zambia in view of climate change and variability. The project will achieve this aim by taking a value chain approach, addressing risks posed across key stages of the value chain – planning, inputs, production and post-production. The very high co-finance ensures that this project will shift public financing on agriculture towards climate resilient agriculture through strong partnership with GCF and UNDP. GCF funds will only finance the activities that have a clear climate change additionality like climate information and early warning systems, access to water for smallholder farmers and linkages with rural agricultural markets. The project will make targeted interventions to capitalize on opportunities to strengthen and promote viable climate-resilient value chains relating to smallholder agriculture in the target regions, specifically targeting value chains that are gender sensitive and provide viable economic opportunities for women. Job Purpose The Monitoring, Evaluation & Communication Analyst will report to the Project Manager and will work in close collaboration with the RPs and relevant stakeholders. The main responsibility of the Monitoring, Evaluation & Communication Analyst will be to support all monitoring, evaluation and communications related needs of the project. Duties and Responsibilities The incumbent will ensure provision of reliable and secure driving services to the Project by: Being responsible for providing clerical support to various project staff as required, including day-to-day office project work as well as during events such as workshops, meetings, conferences, seminars, and training activities. Ensure cost-savings through, among others, proper use and accurate maintenance of daily vehicle logs. Ensure proper day-to-day maintenance of the assigned vehicle through identification of vehicle service needs that require repairs, timely change of oil, check of tyres, brakes, car washing and scheduled. Report any mechanical fault in good time for repairs to be carried out and cross check to see that the repairs were well done. At all time, make sure that copies of vehicle insurance including office directory, map of the city/country, first aid kit and necessary spare parts are available. The protracted political instability in the Democratic Republic of the Congo (DRC) has led to a continuous stream of refugees into Zambia over the years. However, delays to hold Presidential elections in the DRC have resulted in intensified instability, especially in the eastern part of the country. Since 30 August 2017, Zambia has been receiving an increased number of new arrivals from the DRC, mainly from Pweto in Haute Katanga and Moba, in Tanganyika Province. The Congolese refugees and asylum seekers fled conflict and violation of human rights as Government soldiers fight militias who have sprung up in the Eastern part of the country. While most of the new arrivals enter through the Chiengi border area, some are also crossing into Zambia through other entry points, such as Nsumbu, Kaputa and Mpulungu, in Northern Province as well as Kipushi and Kakoma, in North Western Province and Kasumbalesa and Sakania, on the Copperbelt Province. Some asylum seekers travel directly to Lusaka. Asylum seekers who are arrive through other entry points (other than Chiengi) are relocated to Meheba and Mayukwayukwa Refugee Settlements. UNHCR is coordinating the Congolese emergency response efforts in support of the Government of Zambia. The UN Agency is responsible for undertaking direct and primary advocacy with the Government for all refugee matters, while facilitating inter-agency planning, resource mobilization, implementation, and coordination of the refugee response in Zambia. As of today, over 21,000 Congolese have crossed into Zambia since January 2017 with 2,400 living in Meheba refugee settlement, Kalumbila District, NW province. Inter-agency contingency planning figure shows 50,000 as the number of persons that may cross into Zambia via entry points located in North Western and Copperbelt Provinces. Job ID 18081 Duties and Responsibilities Under the direct supervision of the Head of Field Office,or the Asistant Programme Officer the UNV Livelihood Assistant will support the Field Office in overseeing UNHCR livelihood and livelihood related activities within the Province in consultation with the Livelihoods Officer. The UN Coordination Specialist supports the development of common UN strategies and contributes towards a coherent implementation of the Zambia-UN Sustainable Development Partnership Framework 2016-2021 (Partnership Framework). The UN Coordination Specialist works in close collaboration with the UN Resident Coordinator, UN Country Team members, UN Results Groups, the Regional Directors Team, UN Development Operations Coordination Office in New York, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society, ensuring successful and transparent coordination of UN activities. The Governance Advisor heads and supervises the Governance & Gender programme team. He/she works in close collaboration with the UNDP Programme Management Support Unit, the Strategic Policy Unit, other CO Programme/Operations Units, and the senior governance programme staff in the UNCT Agencies, UNDP HQs and Regional Service Centre staff, and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP contribution to national governance objectives and international human rights commitments. Constant monitoring and analysis of the programme environment, timely readjustment of programme.  Follow up on audit recommendations and ensuring that all exceptions are timely reported.  Aggregate reports are regularly prepared on activities, outputs and outcomes. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.Mobile Money for the Poor (MM4P) is a programme launched by UNCDF in partnership with the Swedish International Development Agency (Sida), the Australian Department of Foreign Affairs and Trade (DFAT), the Bill & Melinda Gates Foundation and The MasterCard Foundation. MM4P provides support to branchless and mobile financial services in a select group of LDCs to demonstrate how the correct mix of financial, technical and policy support can build a robust branchless and mobile financial services ecosystem that reaches low income people in LDCs. MM4P requires a Communications & Knowledge Management intern to support the consolidation of its presence in Zambia and ensure that there is a strong learning component to this endeavor. This position is a great opportunity for those interested in developing their marketing and communication skills, and learning how a UN organization utilizes social media to support its mission, promote its events, research and insights to the right stakeholders. The intern will be instrumental in increasing MM4P Zambia’s social media presence and visibility, and gain hands on experience generating content and engaging with audiences through social media platforms.
