Quality Assurance and Laboratory Strengthening Officer

Project Concern International (PCI) is a non-profit, international development organization with the mission of empowering people to enhance health, end hunger and overcome hardship. Founded in 1961 and headquartered in the United States, PCI has worked in Zambia since 1996.

PCI is seeking a qualified candidate for the position of Quality Assurance and Laboratory Strengthening Officer for the Clinical Laboratory and Health System Strengthening Project funded by PEPFAR through the US Department of Defense HIV/AIDS Prevention Program. Working in partnership with the Defense Forces of Zambia (DFZ), the project strengthens DFZ laboratories to support diagnosis and patient monitoring in health centers that provide Antiretroviral Therapy (ART), as well as strengthen health commodity supply chain system and processes in DFZ health facilities. The Quality Assurance and Laboratory Strengthening Officer will assist the Laboratory Strengthening Advisor in providing on-site Laboratory Quality Management Systems implementation mentorship and technical support to laboratory strengthening aspects of the project.

Key Duties and Responsibilities

  • Assist the Laboratory Strengthening Advisor in addressing gaps in DFZ laboratories that affect the provision of quality HIV and related patient monitoring testing including samples referral for Viral Load testing
  • Participate in the development and implementation of a DFZ Laboratory comprehensive capacity strengthening system focusing on quality assurance processes
  • Work in partnership with DFZ Regional Quality Managers to implement a standardized Quality Assurance (QA) monitoring system for HIV testing (at facility and community levels), biosafety and viral load testing based on national guidelines
  • Conduct routinized supportive supervision and mentorship visits for laboratory QA, biosafety and viral load testing and implement on-site corrective and remedial activities for identified gaps
  • Assist the DFZ Monitoring and Evaluation Department, and the PCI Monitoring and Evaluation officer to monitor the effective implementation of data management and analysis system for IQA and EQA to enable data use for decision making
  • Conduct onsite mentorship to 6 DFZ laboratories participating in the Strengthening Laboratory Management Towards Accreditation (SLMTA) program
  • Assist DFZ laboratory quality managers in the 6 SLMTA sites to develop QMS implementation plans and monitor improvement towards accreditation
  • Assist the Laboratory Strengthening Technical Advisor in planning and conducting QA, biosafety and Quality Management systems related trainings for DFZ laboratory staff
  • Assist the Laboratory Strengthening Technical Advisor in ensuring all laboratory strengthening contract deliverables are met within the allocated timeline
  • Assist the Laboratory Strengthening Advisor in developing and monitoring annual work plans and budgets and execute the work plan and budget using a team effort
  • Assist the Laboratory Strengthening Advisor in preparing relevant donor reports
  • Carry out additional responsibilities as may be assigned from time to time in consultation with the Laboratory Strengthening Advisor

Required Qualifications & Experience

  • College diploma in Biomedical Sciences required
  • Minimum four years of experience working in laboratory strengthening, project management, or capacity building required; experience in implementing SLMTA/SLIPTA programs and conducting laboratory strengthening activities a plus
  • Knowledge of PEPFAR funding and its contractual and reporting requirements a plus
  • Strong written and oral communication skills
  • Excellent problem solving and decision making skills
  • Written and spoken English proficiency
